To properly screw down a timber deck the screw holes should be properly piloted and countersunk. Although the timber might not split when the timber is first fixed to the joists, without a pilot hole the deck might still split over time as the timber hardens and shrinks. This is true of both soft and hardwoods.

Countersinking for the head of the screw comes with its own issues. Of course, you want a tool that will both drill and countersink in the one action. Who wants to separately drill pilot holes and then change tools to countersink? Apart from being incredibly inefficient, it is not easy to countersink to the same depth in every hole.
In the past, the only tools available to drill and countersink had fixed countersinking depth. There was no way you could adjust your countersinking depth to suit different timber and different screws. Well now you can!
